Three Strikes System to strengthen community safety in public housing
From 19 October 2026, the Northern Territory Government has introduced a new Three Strikes System for managing anti-social behaviour in public housing, replacing the red card demerit points system.
Any existing red card points will be converted to strikes. One red card point will become one strike.
This provides a clearer, more consistent and transparent approach to investigating complaints and responding to substantiated anti-social behaviour.
How the Three Strikes System works
Depending on the seriousness of an incident, a tenant may receive:
- 1 strike for minor anti-social behaviour
- 2 strikes for moderate anti-social behaviour
- 3 strikes for significant anti-social behaviour.
Serious incidents may result in immediate tenancy termination action being taken. The department does not automatically end a tenancy. Any application to terminate a tenancy must proceed through the appropriate legal process.
What happens when a complaint is made?
Tenants will be advised when a complaint is being investigated and will have an opportunity to provide their account. Where appropriate, the department may also provide advice or referrals to services that can help address underlying issues and support a successful tenancy.
Tenant responsibilities and protections
Tenants are responsible for the behaviour of household members and visitors they allow at their home. Tenants having trouble managing visitors are encouraged to contact housing for advice or NT Police for assistance.
Strikes may expire after 12 months if there are no further substantiated incidents of anti-social behaviour.
Tenants who are victims of domestic and family violence will not be penalised for behaviour or property damage arising from that victimisation.
Being a good tenant means paying rent, looking after your home and being a good neighbour.
The policy aims to support safer communities while ensuring complaints are investigated consistently and tenants are treated fairly.
