NT Housing Strategy 2026-2030

The Northern Territory recognises that housing is essential economic infrastructure, which is vital to attracting workers, enabling major projects and supporting strong communities.

The NT Housing Strategy 2026–2030 sets a clear direction to grow housing supply, improve affordability and access, support construction and infrastructure, and make sure the housing system works better across the full continuum — from social housing and homelessness services through to rentals, home
ownership and private market growth.

It is a practical, whole-of-system plan that recognises that different responses are needed across urban, regional, remote and homelands settings.

The strategy provides seven strategic pillars to drive coordinated action across government, industry and communities:

• expand home ownership and private market pathways
• drive the release, development and delivery of well-located serviced land
• deliver a planning system that optimises housing availability and diversity
• strengthen construction sector capacity and delivery conditions
• increase affordable rental options, including for key workers
• deliver a fair and well-managed social housing system with stronger tenant accountability
• partner with remote communities to deliver safe, sustainable homes.

The strategy responds directly to stakeholder feedback, providing certainty in investments, coordination and place-based solutions.

This is a strategy focused on action, by getting the settings right, backing delivery, and creating the conditions for more homes, stronger communities and a more prosperous future for the Northern Territory.
